Majma al-Zawaid — Hadith 13729

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: Do not ask a need of a blind person (that is, do not present your need before him), and do not present a need at night. When you present a need, face the person in front of you, for modesty lies in the eyes. And present your need in the early part of the day, for the Prophet (peace and blessings be upon him) said: "O Allah, bless my Ummah in its early mornings!"
Al-Tabarani recorded it; its chain contains Amr bin Masawir, who is da'if (weak).
