Sa'id bin al-Musayyab narrated: Asbagh al-Tamimi came to Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) and said: "O Commander of the Believers! Tell me about this verse: 'By those (winds) that scatter, dispersing.'" Sayyiduna Umar (may Allah be pleased with him) said: "It means the winds. Had I not heard the Prophet (peace and blessings be upon him) saying this, I would not have stated it." He said: "Tell me about this: 'By those that carry a load.'" Sayyiduna Umar (may Allah be pleased with him) said: "It means the clouds. Had I not heard the Prophet (peace and blessings be upon him) saying this, I would not have said it." He said: "Tell me about this: 'And by those that distribute affairs.'" Sayyiduna Umar (may Allah be pleased with him) said: "It means the angels. Had I not heard the Prophet (peace and blessings be upon him) saying this, I would not have stated it." He said: "Tell me about this: 'By those that move with ease.'" Sayyiduna Umar (may Allah be pleased with him) said: "It means the ships. Had I not heard the Prophet (peace and blessings be upon him) saying this, I would not have stated it." Then Sayyiduna Umar (may Allah be pleased with him) gave an order concerning him, and he was given a hundred lashes and then kept in a house. When he recovered, Sayyiduna Umar (may Allah be pleased with him) summoned him and had another hundred lashes given to him, had him mounted on a camel saddle, and then sent a letter to Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) saying: "Forbid the people from sitting with him." That man remained in this condition until he came to Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) and swore solemn oaths before Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) that nothing of what he used to feel in his heart before remained in his heart now. Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) wrote to Sayyiduna Umar (may Allah be pleased with him) about this, and Sayyiduna Umar (may Allah be pleased with him) wrote in reply: "I do not think that he has made a false statement, so now let him sit with the people."
Al-Bazzar recorded it; its chain contains the narrator Abu Bakr bin Abi Sabrah, who is matruk (abandoned).
