Majma al-Zawaid — Hadith 11202

وَعَنْ أَبِي صَخْرٍ لَوْلَا جَاؤُوا عَلَيْهِ بِأَرْبَعَةِ شُهَدَاءَ فَإِذْ لَمْ يَأْتُوا بِالشُّهَدَاءِ فَأُولَئِكَ عِنْدَ اللَّهِ هُمُ الْكَاذِبُونَ كُلُّ مَنْ قَذَفَ مُسْلِمًا ثُمَّ لَمْ يَأْتُوا بِأَرْبَعَةِ شُهَدَاءَ فَهُوَ قَاذِفٌ عَلَيْهِ حَدُّ الْقَذْفِ . رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ رِشْدِينُ بْنُ سَعْدٍ وَهُوَ ضَعِيفٌ .
Abu Sakhr said: (Allah Almighty says:) "Why did they not bring four witnesses for it? And if they cannot bring the witnesses, then in the sight of Allah Almighty they will be counted as the liars." This means: every person who falsely accuses a Muslim. "Then if they do not bring four witnesses", then the person who made the false accusation is subject to the prescribed punishment for slander (hadd al-qadhf).
Al-Tabarani recorded it; its chain contains Rishdin bin Sa'd, who is da'if (weak).
