Sayyiduna Zayd bin Thabit (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) was asked about the mosque whose foundation was laid on piety, and he (peace and blessings be upon him) said: "It means this mosque of mine."
Imam al-Tabarani recorded it both as marfu' (attributed to the Prophet) and as mawquf (stopping at the Companion). The chain of the marfu' narration contains a narrator, Abdullah bin Amir al-Aslami, and he is da'if (weak). In one of the chains of the mawquf narrations, the narrators are the narrators of the Sahih, and in the other route these words are additional: Urwah bin al-Zubayr says: "The mosque of the Prophet (peace and blessings be upon him) is better than the Mosque of Quba, but this verse was revealed about the Mosque of Quba."
(Allamah al-Haythami says:) I say: Urwah (perhaps) said this because he had not come to know of the marfu' hadith; and Allah knows best.
