قَوْلُهُ تَعَالَى : فَاتِّبَاعٌ بِالْمَعْرُوفِ .

Majma al-Zawaid 10844 — The saying of Allah the Exalted: "Then let"
عَنِ ابْنِ عَبَّاسٍ قَوْلُهُ : فَاتِّبَاعٌ بِالْمَعْرُوفِ وَأَدَاءٌ إِلَيْهِ بِإِحْسَانٍ قَالَ : كَانَتْ بَنُو إِسْرَائِيلَ إِذَا قُتِلَ مِنْهُمُ الْقَتِيلُ عَمْدًا لَمْ يَحِلَّ لَهُمْ إِلَّا الْقَوَدُ ، وَأُحِلَّ الدِّيَةُ لِهَذِهِ الْأُمَّةِ ، فَأُمِرَ هَذَا أَنْ يَتَّبِعَ بِمَعْرُوفٍ ، وَأُمِرَ هَذَا أَنْ يُؤَدِّيَ بِإِحْسَانٍ ، ذَلِكَ تَخْفِيفٌ مِنْ رَبِّكُمْ .
رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ الْحَسَنُ بْنُ عَلِيٍّ الْمَعْمَرِيُّ ، وَهُوَ ضَعِيفٌ وَقَدْ وُثِّقَ .

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates concerning this saying of Allah Almighty: (Allah Almighty says:) "Then there should be a following up in a reasonable manner, and payment to him with excellence (or goodness)." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) says: Among the Children of Israel, when someone killed another deliberately, the only ruling among them was retaliation (qisas). Blood money (diyah) was made lawful for this nation, so Allah Almighty here commanded that the one should follow up in a reasonable manner, and commanded the other that he should pay with goodness. This is a lightening (of the ruling) granted by your Lord.
Al-Tabarani recorded it. Its chain contains al-Hasan bin Ali al-Ma'mari, who is da'if (weak), though he has been declared trustworthy.
