Bayhaqi Q9003 — One who says the talbiyah without intending ihram

Imam al-Shafi'i (may Allah have mercy on him) said: It has been narrated that Sayyiduna Ibn Mas'ud (may Allah be pleased with him) met some riders at al-Salihin who were in ihram, and they called out the talbiyah, and Sayyiduna Ibn Mas'ud (may Allah be pleased with him) also called out the talbiyah while he was entering Kufah.
And the hadith has already passed, narrated from the Prophet (peace and blessings be upon him), that he (peace and blessings be upon him) said: "Actions are only by intentions."
