Bayhaqi 8606 — Establishing the obligation of Hajj on one who is able

Allah, Exalted be His praise, says: "And pilgrimage to the House is a duty owed to Allah by people, for whoever is able to find a way to it; and whoever disbelieves, then indeed Allah is free of need of all the worlds." [Surah Al Imran: 97]
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) says regarding the statement of Allah Almighty: "And whoever disbelieves, then Allah Almighty is free of need of the worlds" [Surah Al Imran: 97]: It refers to the one who denied the Hajj, and did not consider it a righteous deed nor consider abandoning it a sin.
