Sa'id bin Abd al-Aziz (may Allah have mercy on him) says: The Arabian Peninsula extends from Wadi al-Qura to the furthest edge of Yemen, and from the border of Iraq to the sea.

Abu Ubaydah (may Allah have mercy on him) says: The Arabian Peninsula extends in length from the wells of Abu Musa to Yemen, and in breadth from the sands of Yabrin to the end of al-Samawah. Al-Asma'i (may Allah have mercy on him) says: The Arabian Peninsula extends in length from the edge of Aden Abyan to Iraq, and in breadth from Jeddah to the seacoast and Syria.

Imam Malik (may Allah have mercy on him) says that Umar (may Allah be pleased with him) expelled the people of Najran, but they were not expelled from the town of Tayma because it is not among the lands of the Arabs. As for al-Wadi (Wadi al-Qura), I think the Jews in it were not expelled because they did not regard it as part of the land of the Arabs.

Imam al-Shafi'i (may Allah have mercy on him) says: If one from whom the jizyah is taken asks to pay it and be subject to the (Islamic) law on condition that he may reside in the Hijaz, he has no right to that. The Hijaz is Makkah, Madinah, al-Yamamah and all their surrounding districts.
Imam al-Shafi'i (may Allah have mercy on him) says: I do not know of any protected non-Muslim (dhimmi) having been expelled from Yemen, for there were people under covenant there and Yemen was not part of the Hijaz. So no one should expel them from Yemen, and there is no harm in making peace with them on the basis of their remaining in Yemen.
The Shaykh (may Allah have mercy on him) says: They counted Yemen as part of the land of the Arabs, and the expulsion fell upon the people of Najran; the protected people of the Hijaz (were expelled) but not those of Yemen, because Yemen is not the Hijaz, not because they did not regard it as part of the land of the Arabs. The expulsion in the hadith is specific, and in the hadith of Samurah from Abu Ubaydah bin al-Jarrah (may Allah be pleased with him) there is evidence, or something like evidence, for the specified place. And Allah knows best.

Sayyiduna Abu Hurayrah (may Allah be pleased with him) says: We went with the Messenger of Allah (peace and blessings be upon him) towards Wadi al-Qura. He mentioned the hadith about the conquest of Wadi al-Qura. He (peace and blessings be upon him) stayed in Wadi al-Qura for four days. He distributed the spoils obtained at Wadi al-Qura among the Companions (may Allah be pleased with them), and made the Jews workers on the land and the date-palm orchards. Then Sayyiduna Umar (may Allah be pleased with him), in his time, expelled the Jews of Khaybar and Fadak, but did not expel the people of Tayma and Wadi al-Qura, because both were included in the land of Syria. In our view, the land on this side of Wadi al-Qura (towards Madinah) is part of the Hijaz, while that beyond it is part of Syria. The Shaykh says: I think this last statement is the saying of al-Waqidi.
