Sayyiduna Abdullah (may Allah be pleased with him) said that the Prophet (peace and blessings be upon him) said: "No year has more rain than another year, and whenever the south wind blows, such-and-such valley flows."
It has been narrated as marfu' with this chain, but the correct view is that it is mawquf (a statement of Abdullah).

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates: No year has less rain than another year, but Allah Almighty turns it wherever He wills. Then he recited this verse: "And We have certainly distributed it among them so that they may take heed" [Surah al-Furqan: 50] (We turn it about among them so that they may take heed, but most people refuse except in ingratitude).
