(a) It is narrated from Sayyiduna Umar (may Allah be pleased with him) that: "Between the east and the west is the qiblah."
(b) What is meant by this is the people of Madinah, and Allah knows best. Those whose qiblah lies, like that of the people of Madinah, between the east and the west should first seek their qiblah, and then seek the exact qiblah.

It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said: "The House of Allah is the qiblah for the people of al-Masjid al-Haram, al-Masjid al-Haram is the qiblah for the people of the Haram, and the Haram is the qiblah for all the people of the earth, in its east and its west, from my Ummah."
Umar bin Hafs al-Makki is alone in narrating it, and he is da'if (weak) and is not used as evidence. It has also been narrated with another weak chain from Abdullah bin Hubshi in the same way as marfu' (attributed to the Prophet), and the like of it is not used as evidence. And Allah knows best.
