Sayyiduna Ibn Abbas (may Allah be pleased with him) says that the polytheists, while performing tawaf of the House, would say: 'Labbayk labbayk, la sharika lak', and the Prophet (peace and blessings be upon him) would say: "Enough, enough." Then they would say: 'Illa sharikan huwa lak, tamlikuhu wa ma malak' ("Here we are, here we are, You have no partner except a partner who is Yours; You own him and all that he owns."). And they would say: O Allah, we seek Your forgiveness, we seek Your forgiveness. So Allah Almighty revealed this verse: "But Allah would not punish them while you are among them, and Allah would not punish them while they seek forgiveness." [Surah al-Anfal: 33] (Sayyiduna Ibn Abbas (may Allah be pleased with him) says: There were two safeguards among them: the Prophet of Allah and seeking forgiveness. The Prophet of Allah departed, and seeking forgiveness remained.) And this verse: "But why should Allah not punish them while they obstruct people from al-Masjid al-Haram, and they are not its guardians? Its guardians are none but the God-fearing." [Surah al-Anfal: 34]: the punishment mentioned in it is the punishment of the Hereafter, and the punishment mentioned in the first verse is the punishment of this world.
