Bayhaqi 19671 — The owner of property should not withhold his surplus

Al-Hasan (may Allah have mercy on him) said: A man came to the people of a water spring and asked them for water, but they did not give him water, until he died of thirst. So Sayyiduna Umar (may Allah be pleased with him) imposed his blood money (diyah) on those people as a penalty.
