Ikrimah narrates from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both): In any city that the Arabs have founded, the non-Arabs may not build places of worship in it, nor are they permitted to strike the clapper-bell (naqus), nor may they bring wine or pork into it. And in any city that the non-Arabs have founded, the Arabs must fulfil their covenant with them and must not burden them beyond their capacity.
