Bayhaqi 17559 — The ruler forcing circumcision, or the guardian

Sayyidah Umm Atiyyah al-Ansariyyah (may Allah be pleased with her) said that the Prophet (peace and blessings be upon him) said to a woman who performed circumcision: "When you circumcise women, do not go to excess, for that is better for the woman and more pleasing to the husband."
