Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) said: My brother Abdul-Rahman, and along with him Abu Sirwa'ah Uqbah bin al-Harith (may Allah be pleased with them), drank wine in Egypt during the caliphate of Sayyiduna Umar (may Allah be pleased with him). When their intoxication wore off, the governor of Egypt, Sayyiduna Amr bin al-As (may Allah be pleased with him), applied the prescribed punishment (hadd) to them. When Sayyiduna Umar (may Allah be pleased with him) heard of this decision, he immediately sent an order: Send Abdul-Rahman to me. He was sent, and Sayyiduna Umar (may Allah be pleased with him) flogged him again. After that he remained in good health for some months, then Abdul-Rahman (may Allah be pleased with him) died. People thought that he had died from the lashes of Sayyiduna Umar (may Allah be pleased with him), but that was not so.
The Shaykh said: Sayyiduna Umar (may Allah be pleased with him) punished him a second time as a discretionary punishment (ta'zir), because the prescribed punishment is not repeated.
