Bayhaqi 16650 — The virtue of the just ruler

Sayyiduna Anas (may Allah be pleased with him) says that the Prophet (peace and blessings be upon him) said: "When you go to a land in which there is no ruler (sultan), do not enter it; for the ruler is the shade of Allah and the protector on the earth."
