Bayhaqi 11845 — Reports on the prohibition of withholding surplus

It is narrated from Sayyiduna Abu Hurayrah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "There are three men to whom Allah will not speak on the Day of Resurrection, nor will He look at them (with mercy), and for them is a painful punishment: a man who seizes a Muslim's property by a false oath; a man who swears an oath after the Asr prayer that he was offered more for his goods than he actually was, while he is lying; and a man who withholds excess water. For Allah Almighty says: 'Today I withhold My bounty from you, just as you withheld the surplus of what your hands did not make.'"
