Ibn Abbas (may Allah be pleased with them) said: The Messenger of Allah (peace and blessings be upon him) said: "It is not (correct) for women to shave their heads; it is only obligatory for them to shorten their hair."

Brief Explanation
(Commentary on Hadith 1942)
For women, shaving the head during ‘umrah and Hajj is not permissible or correct; they will only trim the hair, cutting from each lock the length of a fingertip. Cutting the hair shorter than this is also not permissible. Hair is a distinguishing feature and adornment for women, so shaving or excessively shortening it is not permissible even during Hajj or ‘umrah. Therefore, outside of Hajj or ‘umrah, cutting the hair short or shaving it without necessity is imitation of men, and curse has been pronounced upon such men and women who imitate one another.
