Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) narrated that the Noble Prophet (peace and blessings be upon him) said: “May Allah’s mercy be upon those who shave their heads.” It was asked: And those who shorten their hair? He said: “May Allah’s mercy be upon those who shave their heads.” When, for the fourth time, it was asked regarding those who shorten their hair, he (peace and blessings be upon him) said: “And may Allah’s mercy be upon those who shorten their hair as well.”

Brief Explanation
(Commentary on Hadith 1943)
In this hadith, the Messenger of Allah sallallahu alayhi wa sallam repeatedly supplicated for those who shaved their heads. In one narration of Bukhari, he supplicated twice; in another narration, three times; and in the above-mentioned narration as well, it is stated that he supplicated for mercy upon those who shaved (halq) three times, and on the fourth time, he supplicated for those who trimmed (taqsir) their hair. From this, the virtue of shaving the head during Hajj and Umrah is established. In the Noble Qur’an as well, they have been given precedence: «﴿مُحَلِّقِينَرُءُوسَكُمْوَمُقَصِّرِينَ .....﴾ [الفتح : 27]». Therefore, trimming (taqsir) is permissible, but shaving (halq) is superior.
It should be noted that in taqsir, the hair of the entire head should be trimmed; merely cutting a few hairs here and there is not correct.
