It is narrated from Sayyiduna Hakim bin Hizam (may Allah be pleased with him) that he said: "O Messenger of Allah! The incantations (ruqyah) that we recite, and the medicines with which we treat ourselves, can these avert anything of Allah's decree?" He (peace and blessings be upon him) said: "These (incantations and medicines) are themselves part of Allah's decree."

Explanation & Benefits
Shaykh Adil Murshid et al.
(87). Grading: This narration is "hasan li-ghayrihi" (hasan due to other reports), but this chain is da'if because of the weakness of Salih bin Abi al-Akhdar. Note / Clarification: It has already passed through his route at number (88), and at number (87) we explained the variation in its chain. Technical note / Defect ('illah): Abu Muslim is Ibrahim bin Abdullah bin Muslim al-Kashshi, the hafiz.
