Mustadrak al-Hakim — Hadith 7199

أخبرني عبد الله بن محمد بن موسى العَدْل، حدثنا محمد بن أيوب، أخبرنا يزيد بن عبد العزيز الطَّيالسي، حدثنا خالد بن عبد الله الواسطي، عن حسين بن قيس الرَّحَبي، عن عِكْرمة، عن ابن عباس قال: قال رسول الله ﷺ: "مَن استعملَ رجلًا من عِصابة، وفي تلك العِصابة مَنْ هو أرضَى لله منه، فقد خانَ الله وخانَ رسولَه وخانَ المؤمنين" (2).
هذا حديث صحيح الإسناد، ولم يُخرجاه.

It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said: "Whoever appoints a man as an official over a group or party while in that party there is someone else who is more pleasing to Allah (and more qualified) than him, then he (the one who appointed him) has certainly betrayed Allah, His Messenger and all the believers."
This hadith is sahih al-isnad (authentic in its chain), but the two Shaykhs (Bukhari and Muslim) did not record it.

(2) إسناده ضعيف جدًّا، حسين بن قيس الرحبي المعروف بحنش متروك.
Grading: Its chain is "da'if jiddan" (very weak); Husayn bin Qays al-Rahabi (known as Hanash) is a "matruk" narrator.
وأخرجه ابن أبي عاصم في "السنة" (1462)، وابن عدي في "الكامل" 2/ 352، وأبو القاسم بن بشران في "أماليه" (1162)، من طريق وهب بن بقية والعقيلي في "الضعفاء" (329) من طريق عفّان بن مسلم، كلاهما عن خالد بن عبد الله، بهذا الإسناد.
Reference / Source: Ibn Abi Asim in "al-Sunnah" (1462), Ibn Adi in "al-Kamil" (2/352) and Abu al-Qasim bin Bishran in "al-Amali" (1162) narrated it via Wahb bin Baqiyyah, and al-'Uqayli in "al-Du'afa'" (329) via Affan bin Muslim; both of them narrate from Khalid bin Abd Allah with this same chain.
وأخرجه وكيع في "أخبار القضاة" 1/ 68، وابن عساكر في "تاريخ دمشق" 53/ 256 من طريق إسماعيل بن عياش، عن حسين بن قيس، به ورواية ابن عساكر مطولة.
Reference / Source: Waki' in "Akhbar al-Qudat" (1/68) and Ibn Asakir in "Tarikh Dimashq" (53/256) narrated it via Isma'il bin Ayyash from Husayn bin Qays, and Ibn Asakir's narration is lengthy.
لكن قد جاء من طريقين آخرين عن عكرمة يشد أحدهما الآخر، فيحتمل بهما التحسين، فقد أخرج نحوه البيهقي 10/ 118 من طريق عثمان بن صالح، عن ابن لهيعة، عن يزيد بن أبي حبيب، عن عكرمة، به. بلفظ: "من استعمل عاملًا من المسلمين وهو يعلم أنَّ فيهم أولى بذلك منه، وأعلم بكتاب الله وسنة نبيه، فقد خان الله ورسوله وجميع المسلمين". وابن لهيعة في حفظه سوء.
Corroborating chains and supporting reports: However, two other routes are narrated from Ikrimah which strengthen each other, on the basis of which it can possibly be rated "hasan". Imam al-Bayhaqi (10/118) narrated via Ibn Lahi'ah: "Whoever appoints an official ('amil) over the Muslims while knowing that among them there is someone more deserving of it than him and more knowledgeable of the Book of Allah and the Sunnah, has betrayed Allah, His Messenger and all the Muslims." Ibn Lahi'ah has weakness in his memory (su' al-hifz).
كما أخرجه الخطيب في "تاريخه" 6/ 592 من طريق إبراهيم بن زياد القرشي، عن خصيف بن عبد الرحمن، عن عكرمة به مطولًا. وسنده ضعيف، إبراهيم بن زياد وخصيف ضعيفان.
Reference / Source: Al-Khatib al-Baghdadi narrated it at length in his "Tarikh" (6/592) via Ibrahim bin Ziyad al-Qurashi from Khusayf bin Abd al-Rahman, from Ikrimah.
Grading: Its chain is weak because Ibrahim bin Ziyad and Khusayf are both weak narrators.
وأخرجه الطبراني في "الكبير" 11/ (11216) ومن طريقه الشجري في "ترتيب الأمالي الخميسية" (2586) من طريق حمزة بن أبي حمزة الجزري النصيبي، عن عمرو بن بن دينار، عن ابن عباس، به ضمن حديث مطول. وحمزة متروك متهم، فلا يفرح به.
Reference / Source: Imam al-Tabarani narrated it in "al-Kabir" (11/11216), and through him al-Shajari in "Tartib al-Amali al-Khamisiyyah" (2586), via Hamzah bin Abi Hamzah al-Jazari from Ibn Abbas (may Allah be pleased with them both), as part of a lengthy hadith.
Grading: Hamzah (bin Abi Hamzah) is a "matruk and muttaham" (accused) narrator, so this narration provides no support.
