If someone sends a hady (sacrificial animal) but remains resident, does he have to don ihram?

Hazrat Aisha (may Allah be pleased with her) narrates: I twisted the rope of the garlands for the sacrificial animals of the Holy Prophet (peace and blessings be upon him). Then the Prophet (peace and blessings be upon him) put the garland on the sacrificial animal and sent it, but he himself remained a resident (did not go for Hajj or Umrah), and he did not avoid any of those things from which a pilgrim in the state of Ihram abstains.

Hazrat Anas sent a sacrificial animal and did not abstain from any of the things from which a person in the state of Ihram abstains.

Hazrat Saeed bin Al-Musayyib says that whoever sends a sacrificial animal (Hadi), he does not need to abstain from any of those things from which a pilgrim (Muhrim) abstains, except that he should stay away from his wife on the night of Muzdalifah.

Hasan gives this same verdict and says that he will not abstain from any of those things from which a person in the state of ihram refrains.

Hazrat Aisha (may Allah be pleased with her) said: Whoever recites the Takbeer and the Talbiyah has entered into the state of Ihram.

Hazrat Alqamah narrates that Hazrat Abdullah sent his sacrificial animal with me, but he did not enter into the state of Ihram.

Hazrat Abdullah sent a sacrificial animal but did not abstain from those things from which a Muhrim (one in the state of Ihram) abstains.
