Shurayh bin Ubayd from Abu Umamah (may Allah be pleased with him)
Mu'jam Kabir Tabarani 7485 — the Prophet ﷺ said: When the ruler seeks
حَدَّثَنَا أَحْمَدُ بْنُ الْمُعَلَّى الدِّمَشْقِيُّ، ثنا هِشَامُ بْنُ عَمَّارٍ، ثنا إِسْمَاعِيلُ بْنُ عَيَّاشٍ، عَنْ ضَمْضَمَ بْنِ زُرْعَةَ، عَنْ شُرَيْحِ بْنِ عُبَيْدٍ، عَنْ جُبَيْرِ بْنِ نُفَيْرٍ، وكَثِيرِ بْنِ مُرَّةَ، وعَمْرِو بْنِ الْأَسْوَدِ، وَالْمِقْدَادِ بْنِ مَعَدِي كَرِبَ، وأَبِي أُمَامَةَ، عَنِ النَّبِيِّ صَلَّى الله عَلَيْهِ وَسَلَّمْ، قَالَ: «إِنَّ الْإِمَامَ إِذَا ابْتَغَى الرِّيبَةَ فِي النَّاسِ أَفْسَدَهُمْ»
It is narrated from Sayyiduna Abu Umamah (may Allah be pleased with him) and other narrators that the Prophet (peace and blessings be upon him) said: "When the ruler seeks out faults and suspicions among the people, he corrupts them."
