Mu'jam Kabir Tabarani 5370 — I heard the Messenger of Allah ﷺ saying

حَدَّثَنَا مُعَاذُ بْنُ الْمُثَنَّى، ثنا مُسَدَّدٌ، ثنا خَالِدٌ، عَنْ يَزِيدَ بْنِ أَبِي زِيَادٍ، عَنْ عِيسَى بْنِ فَايِدٍ، عَنْ رَجُلٍ، عَنْ سَعْدِ بْنِ عُبَادَةَ قَالَ: سَمِعْتُ رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ يَقُولُ: «مَا مِنْ أَمِيرِ عَشَرَةٍ إِلَّا يُؤْتَى بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولًا، لَا يَفُكُّهُ مِنَ الْغُلِّ إِلَّا الْعَدْلُ»
Sayyiduna Sa'd bin Ubadah (may Allah be pleased with him) said: I heard the Messenger of Allah (peace and blessings be upon him) saying: "There is no one who becomes the leader of ten people except that he will be brought on the Day of Resurrection with his hands bound, and nothing will release him from that shackle except justice."
