Mu'jam Kabir Tabarani 17926 — Sayyiduna Masruq bin Wa'il came

Al-Dahhak bin al-Nu'man bin Sa'd (may Allah have mercy on him) said that Sayyiduna Masruq bin Wa'il (may Allah be pleased with him) came to the Messenger of Allah (peace and blessings be upon him) at al-Aqiq in Madinah, accepted Islam, and his Islam was excellent. He said: O Messenger of Allah! I would like you to send a man to my people to invite them to Islam, and to write a letter for us to my people; perhaps Allah will guide them through it. So he (peace and blessings be upon him) said to Mu'awiyah (may Allah be pleased with him): "Write for him: In the name of Allah, the Most Gracious, the Most Merciful. To the chiefs of Hadramawt: establishing the prayer, paying the zakah, and giving charity according to one's means are obligatory; and the tima (livestock kept for personal use); and in buried treasures there is one-fifth, and on rain-fed land one-tenth is due as zakah. Neither khilat is permitted nor wirat, neither shighar is permitted nor shinaq, neither janab is permitted nor jalab; and two camels are not to be tied together with one rope. Whoever practises ijba' has consumed usury (riba). And every intoxicant is unlawful." And he (peace and blessings be upon him) sent Ziyad bin Labid al-Ansari to them.
Khilat means that livestock are not to be gathered together; wirat is that their value is not to be estimated; shighar is that a man gives his daughter in marriage to someone and in return the other gives his daughter in marriage to him without a dowry (mahr); shinaq is that animals are kept tied in their resting places; and ijba' is that fruit is sold before the danger of blight upon it has passed.
