Mu'jam Kabir Tabarani 16956 — he said: I heard the Messenger of Allah

حَدَّثَنَا أَحْمَدُ بْنُ حَمْزَةَ الدِّمَشْقِيُّ، ثنا عَلِيُّ بْنُ عَيَّاشٍ الْحِمْصِيُّ، ثنا حَرِيزُ بْنُ عُثْمَانَ، حَدَّثَنِي عَبْدُ الرَّحْمَنِ بْنُ أَبِي عَوْفٍ، عَنْ أَبِي هِنْدٍ الْبَجَلِيِّ، عَنْ مُعَاوِيَةَ، قَالَ: سَمِعْتُ رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ يَقُولُ: «لَا تَنْقَطِعُ الْهِجْرَةُ حَتَّى تَنْقَطِعَ التَّوْبَةُ، ثَلَاثَ مَرَّاتٍ، وَلَا تَنْقَطِعُ التَّوْبَةُ حَتَّى تَطْلُعَ الشَّمْسُ مِنْ مَغْرِبِهَا»
It is narrated from Sayyiduna Mu'awiyah (may Allah be pleased with him) that he said: I heard the Messenger of Allah (peace and blessings be upon him) say: "Hijrah will not cease until repentance ceases" - he said this three times - "and repentance will not cease until the sun rises from the west."
