Mu'jam Kabir Tabarani 14689 — the Messenger of Allah ﷺ said

حَدَّثَنَا سَهْلُ بْنُ أَبِي سَهْلٍ الْوَاسِطِيُّ، ثَنَا الْمُنْذِرُ بْنُ الْوَلِيدِ الْجَارُودِيُّ، ثَنَا يَحْيَى بْنُ زَكَرِيَّا بْنِ دِينَارٍ الْأَنْصَارِيُّ، ثَنَا حَجَّاجُ بْنُ أَرْطَاةَ، عَنْ إِسْمَاعِيلَ بْنِ رَجَاءٍ، عَنْ أَوْسِ بْنِ ضَمْعَجٍ، عَنْ عُقْبَةَ بْنِ عَمْرٍو، قَالَ: قَالَ رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: «يَؤُمُّ الْقَوْمَ أَقْدَمُهُمْ هِجْرَةً، فَإِنْ كَانُوا فِي الْهِجْرَةِ سَوَاءً فَأَفْقَهُهُمْ فِي الدِّينِ، فَإِنْ كَانُوا فِي الْفِقْهِ سَوَاءً فَأَقْرَؤُهُمْ لِلْقُرْآنِ، وَلَا يُؤَمُّ الرَّجُلُ فِي سُلْطَانِهِ، وَلَا يُقْعَدُ عَلَى تَكْرِمَتِهِ إِلَّا بِإِذْنِهِ»
Sayyiduna Uqbah bin Amr (may Allah be pleased with him) said that the Messenger of Allah (peace and blessings be upon him) said: "The people should be led in prayer by the one who emigrated first. If they are equal in emigration, then the one with the most understanding (fiqh) of the religion. If they are equal in fiqh, then the best reciter of the Qur'an. No man should be led in prayer within the area of his authority, nor should anyone sit in his place of honour except with his permission."
