Zirr bin Hubaysh (may Allah have mercy on him) said: When the people disapproved of the conduct of rule of al-Walid bin Uqbah bin Abi Mu'ayt, they came in alarm to Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him), and Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) said to them: Be patient, for enduring the oppression of a ruler for fifty years is better than one month of chaos. That is because I heard the Messenger of Allah (peace and blessings be upon him) say: "People must have some government, whether righteous or wicked. As for the righteous government, it is just in distribution and divides your fay' (spoils gained without fighting) equally among you; and as for the wicked government, the believer is tested in it; and a wicked government is better than chaos." It was said: O Messenger of Allah, what is chaos? He (peace and blessings be upon him) said: "Killing and lying."
