قَالَ إِسْحَاقُ : أَخْبَرَنَا النَّضْرُ بْنُ شُمَيْلٍ ، ثَنَا حَمَّادُ بْنُ سَلَمَةَ ، عَنْ سِمَاكِ بْنِ حَرْبٍ ، عَنْ خَالِدِ بْنِ عَرْعَرَةَ ، عَنْ عَلِيٍّ - رَضِيَ اللهُ عَنْهُ - قَالَ : فَالْعَاصِفَاتِ عَصْفًا الرِّيَاحُ ، ذَكَرَهُ فِي حَدِيثٍ طَوِيلٍ .
It is narrated from Sayyiduna Ali (may Allah be pleased with him) concerning the saying of Allah Almighty "And those that blow violently" [Surah al-Mursalat: 2] that he said: "It refers to the fierce, strongly blowing winds", and he mentioned this within a long hadith.
Imam Ishaq bin Rahwayh (may Allah have mercy on him) said: Al-Nadr bin Shumayl informed us; he narrated it from Hammad bin Salamah, and he through Simak bin Harb from Khalid bin Ar'arah, and he from Sayyiduna Ali (may Allah be pleased with him).

وَقَالَ أَبُو يَعْلَى : حَدَّثَنَا أَحْمَدُ بْنُ عِمْرَانَ الْأَخْنَسِيُّ ، ثَنَا ابْنُ فُضَيْلٍ ، ثَنَا الْكَلْبِيُّ ، عَنْ أَبِي صَالِحٍ ، عَنِ ابْنِ عَبَّاسٍ - رَضِيَ اللهُ عَنْهُمَا - ، فِي قَوْلِهِ عَزَّ وَجَلَّ : وَأَنْـزَلْنَا مِنَ الْمُعْصِرَاتِ مَاءً ثَجَّاجًا قَالَ - رَضِيَ اللهُ عَنْهُ - : الْمُعْصِرَاتُ : الرِّيَاحُ ، مَاءً ثَجَّاجًا قَالَ : مُنْصَبًّا .
It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) concerning the saying of Allah, the Mighty and Majestic, "And We sent down from the rain clouds (al-mu'sirat) abundant water (ma'an thajjaja)" [Surah al-Naba': 14] that he said: "Al-mu'sirat" means the winds, and "ma'an thajjaja" means water that flows abundantly and pours down in torrents.
Imam Abu Ya'la transmitted this report in his Musnad; its chain contains a narrator named Muhammad bin al-Sa'ib al-Kalbi, who is severely weak and matruk al-hadith (abandoned in hadith); therefore this report is extremely weak in its chain.
