It is narrated from Azrah (may Allah have mercy on him) that the people of Syria said to Sayyiduna Umar al-Faruq (may Allah be pleased with him): "The best of our wealth is horses and slaves." So Sayyiduna Umar (may Allah be pleased with him) took ten dirhams for every horse and every slave, so that they could be given stipends from the public treasury; and he (may Allah be pleased with him) would give them far more (as stipends) than he took from them. Then these people, that is, the governors of the Banu Umayyah, also began to take ten dirhams for every slave and every horse, but did not give them stipends.
This report makes clear that this measure of Sayyiduna Umar al-Faruq (may Allah be pleased with him) was by the consent of the people of Syria themselves and for their financial support, whereas the later Umayyad governors turned it into a forced tax, yet in return did not provide the facilities and stipends that were the distinguishing mark of al-Faruq al-A'zam (may Allah be pleased with him).

It is narrated from Abdullah (may Allah have mercy on him) that he said: I asked the eminent Successor Imam Sa'id bin al-Musayyib (may Allah have mercy on him) about the Turkish and non-Arab pack horses (al-baradhin): is zakah due on them? Sa'id bin al-Musayyib (may Allah have mercy on him) replied: "No zakah (sadaqah) is due on any kind of horse."
