وَقَالَ أَبُو بَكْرٍ : حَدَّثَنَا ابْنُ أَبِي عُبَيْدَةَ ، يَعْنِي ، عَنْ أَبِيهِ ، عَنِ الْأَعْمَشِ ، عَنْ أَبِي صَالِحٍ ، عَنْ أَبِي سَعِيدٍ رَضِيَ اللهُ عَنْهُ قَالَ : قَالَ رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ : " لَا قُدِّسَتْ أُمَّةٌ لَا تُعْطِي الضَّعِيفَ فِيهَا حَقَّهُ غَيْرَ مُتَعْتَعٍ " .
أَظُنُّ أَنَّ ابْنَ مَاجَهْ أَخْرَجَهُ فِي أَثْنَاءِ حَدِيثٍ ، فَيُنْظَرُ فِي كِتَابِ الْأَحْكَامِ مِنْ كِتَابِهِ .

It is narrated from Sayyiduna Abu Sa'id (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "That people can never be pure, sanctified and blessed in which the weak person is not given his right without any fear, hesitation or stammering."
I think that Imam Ibn Majah narrated it within a long hadith, so it should be looked up in the chapters on judgements (al-Ahkam) of his work.
