Al-Matalib al-'Aliyah 3100 — The Quran contains all rulings in general

It is narrated from Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) that he said: "Whoever intends to acquire (true) knowledge should give preference to the Noble Qur'an (for study and reflection) and make it the centre of his attention, for surely in it (the Divine Book) is the knowledge of the earlier and the later ones (that is, all knowledge from the beginning of creation to its end)."
Imam al-Tabarani recorded it in "al-Mu'jam al-Kabir" (8661) and Imam Ibn Abi Shaybah in "al-Musannaf" (30034), and the chain of this saying is sahih (authentic).
