قَالَ إِسْحَاقُ : أَخْبَرَنَا أَبُو عَامِرٍ الْعَقَدِيُّ ، ثَنَا مُحَمَّدُ بْنُ أَبِي حُمَيْدٍ ، عَنْ مُحَمَّدِ بْنِ زَيْدِ بْنِ الْمُهَاجِرِ بْنِ قُنْفُدٍ ، عَنْ أَبِيهِ ، عَنْ عُمَرَ بْنِ الْخَطَّابِ رَضِيَ اللهُ عَنْهُ ، عَنِ النَّبِيِّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ قَالَ : أَفْضَلُ عِبَادِ اللهِ عَزَّ وَجَلَّ عِنْدَ اللهِ تَعَالَى مَنْزِلَةً يَوْمَ الْقِيَامَةِ إِمَامٌ عَادِلٌ رَفِيقٌ ، وَإِنَّ شَرَّ عِبَادِ اللهِ تَعَالَى عِنْدَ اللهِ عَزَّ وَجَلَّ مَنْزِلَةً يَوْمَ الْقِيَامَةِ إِمَامٌ جَائِرٌ خَرِقٌ " .
It is narrated from Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "On the Day of Resurrection, the most excellent of all the servants of Allah, Mighty and Majestic, in rank before Allah Almighty will be a just and gentle ruler (imam 'adil rafiq) who cares for his subjects; and indeed, on the Day of Resurrection, the worst of the servants of Allah, Mighty and Majestic, in rank before Allah Almighty will be an unjust, harsh and boorish ruler (imam ja'ir khariq)."
Imam Ishaq bin Rahwayh narrated this hadith in his Musnad; however, in its chain a narrator named Muhammad bin Abi Humayd is weak.
