قَالَ مُسَدَّدٌ : حَدَّثَنَا حَمَّادُ بْنُ زَيْدٍ ، عَنْ مُحَمَّدِ بْنِ إِسْحَاقَ ، عَنْ يَزِيدَ بْنِ أَبِي حَبِيبٍ ، قَالَ : كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ : أَيُّمَا رَجُلٍ مِنْ أَهْلِ الدِّيوَانِ أَنْزَى حِمَارًا عَلَى عَرَبِيَّةٍ فَانْتَقِصْهُ مِنْ عَطَائِهِ عَشَرَةَ دَنَانِيرَ .
It is narrated from Yazid bin Abi Habib that Umar bin Abd al-Aziz (may Allah have mercy on him) wrote (in an official order): "Whoever among the people of the Diwan (those receiving stipends registered in the state register) lets a donkey mount a pure-bred Arab mare, ten dinars shall be deducted from his state grant or stipend."
