It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both). Amr bin Dinar relates: I was standing at his head when I heard him say this, while a man was telling him that Sayyiduna Mu'awiyah (may Allah be pleased with him) had forbidden mut'ah. At this Sayyiduna Ibn Abbas (may Allah be pleased with them both) said: "See for yourselves: if this ruling is present (as permitted) in the Book of Allah Almighty, then he has certainly spoken falsely about the Messenger of Allah (peace and blessings be upon him); and if it is not in the Book of Allah, then the matter is just as he said."
This is a sahih (authentic) hadith which is mawquf (stopping at the Companion), and by 'the Book of Allah' in his words he meant this saying of Allah Almighty: "So for whatever you have enjoyed from them" (Surah al-Nisa': 24); and Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) also argued from this verse, as is narrated from him in Sahih al-Bukhari.
