Al-Matalib al-'Aliyah 1716 — The number of divorces

It is narrated from Abu Razin (may Allah have mercy on him) that a man came to the Prophet (peace and blessings be upon him) and said: I have heard this saying of Allah Almighty: "Divorce is twice" (Surah al-Baqarah: 229); so where is the third divorce mentioned? He (peace and blessings be upon him) said: "'Then either retain her in a fair manner or release her with kindness,' that is, the third course is either to keep the woman in the marriage according to what is fair, or to let her go with good treatment."
In explaining this blessed hadith, the imams say that Allah Almighty's saying, after mentioning two divorces, 'retain in a fair manner or release with kindness' is in fact an explanation of the third divorce and of the final decision after it.
