It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both): "No one was given permission to spend the nights (of the Days of Tashriq) outside Mina, except Sayyiduna al-Abbas bin Abd al-Muttalib (may Allah be pleased with him), who was given this special permission because of his service of giving water to the pilgrims (al-siqayah)."
From this blessed hadith the juristic inference is derived that staying at Mina during Hajj is an obligatory matter; however, an exceptional concession may be granted in it by the Lawgiver (peace be upon him) in view of service to the pilgrims or some unavoidable religious or public need.
