Qabisah bin Jabir reports from his father: Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) wrote to Sayyiduna Sa'd bin Abi Waqqas (may Allah be pleased with him): I want you to divide the land of Kufah among the Muslims who prevailed there. Sayyiduna Sa'd (may Allah be pleased with him) wrote back to him: O Commander of the Faithful! We have prevailed over a people who, of all those Allah Almighty created, are the gentlest of heart, the most generous of soul, the greatest in blessing and the most open-handed. Their hands give food and their tongues give greetings of peace. O Commander of the Faithful, if you see fit, do not separate them and do not divide them, and do not turn our attention away from the conquests that Allah Almighty has granted us there, for I heard the Prophet (peace and blessings be upon him) say: "The might of the Arabs lies in the points of their spears and the hooves of their horses."
This narration has been recorded by Imam al-Tabarani in al-Mu'jam al-Awsat. Its chain contains a narrator, Salih bin Musa al-Talhi, and he is matruk (abandoned). The narrations about granting land as a fief will come a little later.
