Sayyiduna Jubayr bin Mut'im (may Allah be pleased with him) narrates: I saw the Prophet (peace and blessings be upon him) have his hair shortened on (the hill of) Marwah with a broad arrowhead, and he said: "Umrah has entered into Hajj until the Day of Resurrection."
Imam al-Bazzar recorded this narration; Imam al-Tabarani declared it da'if (weak) in al-Mu'jam al-Kabir and recorded these additional words:
"There is no sarurah" (that is, it should not be that a person never performs Hajj or Umrah at all; or it means that if a person violates some sanctity of the Haram and then offers the excuse that he has come for the first time and does not know the etiquette and rulings of this place, this excuse of his will not be accepted).
