Sayyiduna Samurah bin Jundub (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "Begging is not permissible for a well-off person; however, he may ask a relative or the ruler."
Al-Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains Abdullah bin Khirash, whom Ibn Hibban declared thiqah (trustworthy) while a group declared him da'if (weak). Imam Abu Dawud, Imam al-Tirmidhi and Imam al-Nasa'i (may Allah have mercy on them) recorded a narration from that Companion, which Zayd bin Uqbah narrated from him. (Its words are:) "Begging is a scratch that a man inflicts on his own face; however, if a man asks the ruler, or asks in a situation where there is no choice but to ask, then the matter is different."
