عَنِ ابْنِ عُمَرَ ، عَنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : " أَنَّهُ كَانَ إِذَا بَعَثَ السُّعَاةَ عَلَى الصَّدَقَاتِ أَمَرَهُمْ بِمَا أَخَذُوا مِنَ الصَّدَقَاتِ أَنْ يُجْعَلَ فِي ذَوِي قَرَابَةِ مَنْ أُخِذَ مِنْهُمُ الْأَوَّلَ فَالْأَوَّلَ ، فَإِنْ لَمْ يَكُنْ لَهُ قَرَابَةٌ فَلِأُولِي الْعَشِيرَةِ ، ثُمَّ لِذِي الْحَاجَةِ مِنَ الْجِيرَانِ وَغَيْرِهِمْ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ ، وَفِيهِ عُثْمَانُ بْنُ عَبْدِ الرَّحْمَنِ الْوَقَّاصِيُّ ، وَهُوَ ضَعِيفٌ .

Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) narrates from the Prophet (peace and blessings be upon him): When he sent officials to collect zakah, he instructed them that once they had collected the zakah, they should give it to the close relatives of those from whom the zakah had been collected, in order of priority; if there were no close relatives, then to the other members of the clan; then they should give it to the needy among their neighbours and others.
Al-Tabarani recorded it in al-Mu'jam al-Awsat. Its chain contains a narrator, Uthman bin Abd al-Rahman al-Waqqasi, who is da'if (weak).
