Sayyiduna Abu Ayyub al-Ansari (may Allah be pleased with him) narrates this as a marfu' hadith (traced back to the Prophet): The Prophet (peace and blessings be upon him) said: "The witr is wajib (obligatory) upon every Muslim. Whoever is able to perform five rak'ahs of witr, let him perform five; whoever is not able to perform five, let him perform three; whoever is not able to perform three rak'ahs of witr, let him perform one; and whoever is not able to perform one rak'ah of witr, let him perform it by gestures."
Imam al-Tabarani recorded this narration in al-Mu'jam al-Awsat and al-Mu'jam al-Kabir.
