وَعَنْ ثَوْبَانَ - رَضِيَ اللَّهُ عَنْهُ - عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " رَأْسُ الدِّينِ النَّصِيحَةُ " . قَالُوا : لِمَنْ يَا رَسُولَ اللَّهِ ؟ قَالَ : " لِلَّهِ - عَزَّ وَجَلَّ - وَلِدِينِهِ ، وَلِأَئِمَّةِ الْمُسْلِمِينَ ، وَلِلْمُسْلِمِينَ عَامَّةً " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ ، وَفِيهِ أَيُّوبُ بْنُ سُوَيْدٍ ، وَهُوَ ضَعِيفٌ لَا يُحْتَجُّ بِهِ .

Sayyiduna Thawban (may Allah be pleased with him) narrates this saying of the Prophet (peace and blessings be upon him): "The head of the religion (i.e. its basic teaching) is sincere goodwill." The people asked: "O Messenger of Allah! To whom?" He (peace and blessings be upon him) said: "To Allah Almighty, to His religion, to the Muslim rulers, and to the Muslims in general."
Al-Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains a narrator, Ayyub bin Suwayd, who is da'if (weak) and is not taken as evidence.
