Sayyiduna Talq bin Ali (may Allah be pleased with him), who was among the delegation that came to the Prophet (peace and blessings be upon him), says: The Prophet (peace and blessings be upon him) said: "Whoever touches his private part should perform ablution."
Al-Tabarani recorded it in al-Mu'jam al-Kabir, and he said: No one but Hammad bin Muhammad narrated this from Ayyub from Utbah. Hammad bin Muhammad also narrated the other hadith, and both of these hadith are sahih (authentic) in my view. It is possible that he heard the first hadith from the Prophet (peace and blessings be upon him) before this, and then heard this hadith later. This hadith agrees with the narrations of Sayyidah Busrah (may Allah be pleased with her), Sayyidah Umm Habibah (may Allah be pleased with her), Sayyiduna Abu Hurayrah (may Allah be pleased with him), Sayyiduna Zayd bin Khalid (may Allah be pleased with him) and other Companions (may Allah be pleased with them), in which they reported from the Prophet (peace and blessings be upon him) that he commanded ablution for touching the private part. So this Companion heard both the nasikh (abrogating) and the mansukh (abrogated) (that is, both kinds of hadith).
