Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Once a man stayed as a guest with a man from the Children of Israel. In the host's house there was a dog that was about to give birth. That dog thought: By Allah! Today I will not bark at my household's guest. The Prophet (peace and blessings be upon him) said: Then her puppies howled inside her belly. It was asked: What is the reason for this? Then Allah Almighty revealed to a man among them: This is the likeness of a nation that will come after you, whose foolish ones will overpower its forbearing ones."
Ahmad, al-Bazzar and al-Tabarani recorded it; its chain contains Ata' bin al-Sa'ib, who suffered from ikhtilat (deterioration of memory).
