Majma al-Zawaid — Hadith 11682

Sayyiduna Ubadah bin al-Samit (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "Whoever is the leader of even ten men will come on the Day of Resurrection with his hands tied to his neck, until justice either frees him or keeps him bound. And whoever learns the Qur'an and then forgets it, when he appears before Allah Almighty he will be afflicted with leprosy."
Abdullah bin Ahmad recorded it, and its narrators are thiqat (trustworthy); there is disagreement about some of the narrators of this report.
