Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates concerning this saying of Allah Almighty: "Gently (the wind blew), wherever he intended." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: Here "rukha'" means obedient. As for the words of the verse "haythu asab", it means wherever he intended.
Abu Ya'la recorded it; its chain contains Muhammad bin al-Sa'ib al-Kalbi, who is da'if (weak).
