Majma al-Zawaid — Hadith 11263

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates regarding this statement of Allah Almighty: (Allah Almighty says:) "Allah is the One who sends the winds, so they stir up clouds, then He spreads them (the clouds) in the sky as He wills and makes them 'kisaf'." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: "Here 'kisaf' means pieces, one above another." (Allah Almighty says:) "Then you see the rain coming forth from its 'khilal'." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: That is, coming forth from within it.
Abu Ya'la recorded it; its chain contains a narrator, Muhammad bin al-Sa'ib al-Kalbi, who is da'if (weak).
