قَوْلُهُ تَعَالَى : وَلَقَدْ آتَيْنَا مُوسَى الْكِتَابَ مِنْ بَعْدِ مَا أَهْلَكْنَا الْقُرُونَ .
The words of Allah the Exalted: "And We certainly gave Musa the Scripture after We had destroyed the former generations"

عَنْ أَبِي سَعِيدٍ رَفَعَهُ إِلَى النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " مَا أَهْلَكَ اللَّهُ - تَبَارَكَ وَتَعَالَى - قَوْمًا بِعَذَابٍ مِنَ السَّمَاءِ وَلَا مِنَ الْأَرْضِ إِلَّا بَعْدَ مُوسَى " ، ثُمَّ قَرَأَ : وَلَقَدْ آتَيْنَا مُوسَى الْكِتَابَ مِنْ بَعْدِ مَا أَهْلَكْنَا الْقُرُونَ الْأُولَى . رَوَاهُ الْبَزَّارُ مَوْقُوفًا وَمَرْفُوعًا وَلَفْظُهُ " مَا أَهْلَكَ اللَّهُ قَوْمًا قَطُّ بِعَذَابٍ مِنَ السَّمَاءِ وَلَا مِنَ الْأَرْضِ إِلَّا بَعْدَ مَا أُنْزِلَتِ التَّوْرَاةُ " يَعْنِي مَا مُسِخَتْ قَرْيَةٌ . وَرِجَالُهُمَا رِجَالُ الصَّحِيحِ .
Sayyiduna Abu Sa'id al-Khudri (may Allah be pleased with him) narrates this as a marfu' hadith from the Prophet (peace and blessings be upon him), that he said: "Allah Almighty did not destroy any people with a punishment sent down from the sky or from the earth except after Sayyiduna Musa (peace be upon him)." Then he recited this verse: "And indeed We gave Musa the Book after We had destroyed the earlier generations."
Al-Bazzar recorded it both as mawquf and as marfu', and its wording is: "He never destroyed any people with a punishment coming from the sky or the earth except after the Torah was revealed." This means that no town was transformed (into animals). The narrators of both narrations are the narrators of the Sahih.
