Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates concerning this saying of Allah Almighty: (Allah Almighty says:) "When they hear what has been sent down to the Messenger, you see their eyes overflowing with tears." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: This refers to those sailors who came with Sayyiduna Ja'far bin Abi Talib (may Allah be pleased with him) from Abyssinia. When the Prophet (peace and blessings be upon him) recited the Qur'an to them, they believed and tears flowed from their eyes. The Prophet (peace and blessings be upon him) said: "Perhaps when you return to your land, you will abandon your religion." They said: "We will not abandon our religion." Allah Almighty revealed this verse concerning their statement.
Al-Tabarani recorded it in al-Mu'jam al-Awsat and al-Mu'jam al-Kabir. Its chain contains a narrator, al-Abbas bin al-Fadl al-Ansari, and he is da'if (weak). (Allamah al-Haythami says:) I say: this hadith has various routes; a similar hadith has passed in the chapter on the funeral prayer in absentia, and it will also come in the chapter concerning al-Najashi.
